DECISION No. 1369/QD-TTg OF OCTOBER 18, 2001 RATIFYING THE GENERAL PLANNING FOR BUILDING THE BORDER-GATE ECONOMIC ZONE OF BO Y, NGOC HOI DISTRICT, KON TUM PROVINCE UP TO 2020

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of September 30, 1992;

Pursuant to the Regulation on urban planning management, issued together with Decree No. 91/CP of August 17, 1994 of the Government;

At the proposals of the Minister of Construction (Official Dispatch No. 1374/BXD-KTQH of August 7, 2001) and the president of the People?s Committee of Kon Tum province (Report No. 17/TT-UB of June 11, 2001),

DECIDES:

Article 1.- To ratify the general planning for building the border-gate economic zone of Bo Y - Ngoc Hoi in Kon Tum province up to 2020, with the following main contents:

1. Objective:

To develop the economy of the international border gate and border town of Bo Y and transform this area into an important economic transaction hub in the region, contributing to promoting socio-economic development in Kon Tum province and in the whole country; to ensure security and national defense as basis for the management of construction under the planning.

2. Delimitation of the general planning:

The scope of study to elaborate the planning for the border-gate economic zone of Bo Y- Ngoc Hoi covers 68,570 hectares of land, encompassing Sa Loong, Bo Y, Dak Su, Dak Duc, Dak Nong communes and Plei Kan township of Ngoc Hoi district, Kon Tum province. It is bordered :

- In the North by Dak Glei district.

- In the South by Sa Thay district.

- In the East by Dak To district and Dak Ang commune (Ngoc Hoi district).

- In the West by Laos and Cambodia (sharing a common border of 30km with Laos and 25 km with Cambodia).

3. Character of the area:

- It is the economic zone of the international border gate between Vietnam, Laos and Cambodia and the other countries in the region.

- It is a transaction center for the development of economy, trade, tourism, services and industries and a center for the transportation of goods among countries in the region.

- It has an important position in security and national defense.

4. Population size and distribution:

a/ Population size:

- Around 26,900 by 2005, of which 8,700 are urban population.

- Around 45,000 by 2020, of which 20,000 are urban population.

b/ Population distribution:

- Plei Kan township:

+ Around 5,500 by 2005, of which around 4,400 will live in the concentrated construction area;

+ Around 12,000 by 2020, of which 9,600 will live in the concentrated construction area.

- Bo Y township:

+ Around 5,400 by 2005, of which around 4,300 will live in the concentrated construction area.

+ Around 13,000 by 2020, of which around 10,400 will live in the concentrated construction area.

5. Land size:

- In 2005: The land fund for urban construction is around 232.5 hectares.

- In 2020: The land fund for urban construction is around 450.2 hectares.

6. Orientation for space development:

- North-South direction:

Development shall chiefly follow National Highway 14. Constructions such as the Offices of the People?s Committees of Dak Su and Dak Duc communes, schools and child daily-care centers shall form into groups to facilitate service activities. Sa Loong commune shall develop along National Highway 14C,

- East-West direction:

+ Plei Kan township shall retain its original planning as the general planning already ratified. The diversion route of National Highway 14 shall be directed to the East of the township.

+ In the North the township shall develop along National Highway 40 toward the border gate.

- Other directions:

+ At the convergence of Plei Kan township, border-gate 18 (with Cambodia) and Bo Y border-gate (opposite Giang Gion border-gate of Laos in the area of border post U6) there shall be built a commercial-tourist-service center, a border market and a number of managing agencies in order to form an urban center.

+ In the direction to Laos: Near the border shall be the international border gate with a joint border control post and a system of warehouses and various agencies associated with the trade center area in order to create an urban development space along National Highway 40 toward the Plei Kan center.

+ In the direction to Cambodia: Near the border shall be the international border gate with a goods yard

7. Specialized areas:

a/ Industry- warehouses:

An area of about 23.4 ha shall cover processing industry, assembly workshops and storehouses. The land in Area I and Area II comes under the jurisdiction of Bo Y border-gate.

b/ Living quarters:

On the basis of the existing population, to transform and invest in building the technical infrastructures of the population areas, arranged according to the model of ecological houses of the gardening economy, with the following projected size of population:

- Plei Kan township: around 12,000 inhabitants

- Bo Y township: around 13,000 inhabitants.

- Dak Su commune: around 3,900 inhabitants

- Dak Duc commune: around 5,000 inhabitants.

- Dak Nong commune: around 2,900 inhabitants.

- Sa Loong commune: around 8,300 inhabitants.

c/ Central areas:

- Plei Kan township as the administrative and political center of Ngoc Hoi district, shall retain its present position.

- The center of the border-gate economic zone shall have an area of about 400 ha, divided into three areas:

Area I: covering about 100 ha lying about 1 km from the Vietnam-Laos border, shall be divided into the following specialized areas: the State managing agency area; the storage and yard area; the population quarters; trade and public service area; park and tourist area; main technical infrastructures; reserve land and other areas;

+ Area II: About 40 ha in the area along National Highway 40, around 2.5 km from the Vietnam-Laos border, shall be built into an area of processing industry for forest and agricultural products for export as well as for assembly, and packaging of electronic goods for export.

+ Area III: About 260 ha in area, shall be divided into the following specialized areas: managerial agencies and representative offices of domestic and foreign socio-economic organizations; living quarters; trade and service projects such as the trade center, hotels and restaurants, post offices, banks; public utility works like radio and television broadcasting stations, hospitals, medical stations, schools; park - sport and tourist center, technical infrastructures.

- Commune centers shall retain their present positions. In particular, the center of Bo Y commune shall be transferred to Plei Kan.

8. Orientation for technical infrastructures development:

a/ On communication:

- The Ho Chi Minh route shall be built on the basis of the expansion of National Highway 14. The section of the route from Plei Kan township to Ho Chi Minh City shall be 100 m wide, 50m wide when crossing the town.

- National Highway 40: The suburban section shall be 55 m wide, inner city section shall be 27m wide.

Provincial route 661: The suburban section shall be 27 m wide, inner city section 28 m wide.

- Urban communication: Land for urban communication to occupy from 20% to 25 %.

b/ On preparation of technical conditions and land for construction:

The designed level of foundation and rain water drainage system must ensure the prescribed technical norms.

c/ On water supply:

- Norm of water supply to the urban population by 2005 is 80 liters /day per capita for 70% of the population, 100 liters/day per capita by 2020 for 85% of the population, 60 liters/day per capita for the rural population.

- Source of water: from Kak Trap stream and Dak Ho Nieng lake.

d/ On drainage of waste water and environmental sanitation:

- To build a complete water drainage system at the newly constructed areas.

- To transform and build cemeteries, combined with the rearrangement of the small cemeteries.

d/ On power supply:

-To transform, upgrade and build new transformer stations with appropriate capacities, to ensure power supply for production, life and service in each area.

- To transform and build 220 kV, 110 kV and 22 kV lines, to ensure modernity, beauty and safe use.

9. Plan for first phase of construction

Up to 2005, work shall concentrate on a number of key projects in urban management and development covering areas of around 400 hectares under Decision No. 06/QD-TTg of January 5, 1999 of the Prime Minister.

Article 2.- The People?s Committee of Kon Tum province is assigned with the task of:

1. Publicizing the general planning for building the border-gate economic zone of Bo Y - Ngoc Hoi for organizations and individuals to know and carry out; compiling the dossier for the planting of marker posts along the red line; elaborating and ratifying the detailed planning and the projects of investment according to current regulations; issuing the Regulation on construction management according to the general planning mentioned above.

2. Coordinating with the related ministries and branches in studying policies and solutions to mobilize the sources of investment for development of the border-gate economic zone of Bo Y- according to the ratified general planning.

Article 3.- This Decision takes effect 15 days after its signing.

The president of the People?s Committee of Kon Tum province, the Minister of Construction, and the ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, and the relevant organizations shall have to implement this Decision.

The Dung Quat refinery (Refinery No1 – the first oil refinery in Vietnam)

The Dung Quat refinery (Refinery No1 – the first oil refinery in Vietnam) was planned in January 1998 when the Vietnamese Ministry of Planning and Investment, keen to have domestic refining capability, granted approval for an oil refinery in the Central Quảng Ngãi region of Vietnam (originally estimated to cost $1.3bn but will now cost over $2.5bn).

The project has been plagued by a series of delays, three times involving the withdrawal of foreign oil companies involved in the project.

One of the main reasons for the reluctance of foreign investors is that the refinery is sited in Dung Quat (it was moved from a more viable location at Vung Tau). The Vietnamese government wanted it there to bring employment and development to central regions of Vietnam.

This means however, that the refinery will be 1,000km from the country's Bach Ho oil fields off the southern coast which will certainly increase costs for transportation of crude oil and refined products (there might be a need to construct a pipeline). The site is also situated far from the country's economic centres Ho Chi Minh City and Hanoi, but with the price of crude oil at an all time high in 2008 the project is making economic sense.

HISTORY OF THE REFINERY CONSTRUCTION

The saga began in 1995 with the withdrawal of Total SA from the project (Total claimed the siting of the refinery made no sense at all and would involve increased costs of over $500m). A consortium of foreign firms stepped in (LG Group, Petronas, Conoco, Stone and Webster and PRC - Chinese Petroleum Company and China Development Co) but withdrew two years later for the same reasons. Still nothing solid had been decided or constructed.

In 1999, Prime Minister Phan Vaên Khaûi took steps to speed up construction of the country's first oil refinery. The rekindled project was a joint venture between Vietsovpetro (itself a Vietnam-Russia joint venture, responsible for the bulk of Vietnam's oil exports) and Russia's External Economic Federation (Zarubeznheft).

The joint venture was dissolved in December 2002 by the Russians who claimed that the refinery was not economically viable at the intended site.

In February 2003, Vietnam decided to go it alone and continue with the refinery construction. Phase one is expected to be operational by February 2009 and Dr Nguyen Kim Hieu, Chairman of Central Quang Ngai Province People's Committee defended the project timescale saying: "The project was approved by the Prime Minister in July 1997. The oil refinery should have been completed and put into operation by now. But this is the first large-scale oil refinery project in Vietnam, and we have little experience in carrying out such a project."

"Because of our lack of experience, we faced problems managing a joint-venture investment scheme that was part of the project."

"Currently, the Government, ministries, and related offices are trying to solve such problems to assure the oil refinery gets completed."


CONTRACTORS AND CONSTRUCTION

The Dung Quat refinery has costs estimated at $2.5bn for construction and equipment. The original front-end engineering and design contractor for the project was Foster Wheeler Energy Ltd of the UK (this was superceded by a FEED agreement signed with Technip in 2004). The refinery is being built on a site consisting of 338ha of land and 473ha of sea in the Dung Quat Economic Zone.

Vietnam has awarded contracts to a group of construction companies including Technip-Coflexip of France, JGC Corp of Japan and Technicas Reunidas of Spain, for technology and equipment supply. Stone and Webster are providing project management consultancy services as per their October 2003 contract.

"The refinery will be 1,000km from the country's Bach Ho oil fields."

One of the consortia, TPC Complex, which consists of Technip, Technip Geoproduction and Technicas Reunidas, was awarded the engineering, procurement and construction turnkey contracts No.1 and No.4 for the refinery in May 2005. In June 2006 the Dung Quat Refinery selected SmartPlant Enterprise as its standard software for management of plant design, maintenance and operations of the plant.

Construction started on 28 November 2005 and is still underway on the refinery and the first phase will be completed in early 2009; in June 2006 the construction work had reached a peak and by April 2008 90% of the construction work had been completed.

The projected capacity is 6.5 million tons of low sulphur crude a year (5.5 million tons of Bach Ho crude from Vietnam and one million tons of Middle East sour crude a year – 130,000bpd) using deep and modern processing configurations including: Continuous Catalytic Reformer (CCR), Residual Fluid Catalytic Cracking (RFCC) and Benzene, Toluene Xylene (BTX) plant.

The new refinery is scheduled to undergo a test run of its power supply networks by the end of 2008 prior to the opening and is then expected to achieve its design capacity output of 6.5 million tons by the end of the second quarter of 2009 (50% of Vietnam's domestic fuel requirements).

The products will include: LPG, unleaded gasoline, kerosene / jet fuel, feedstock for propylene plant, diesel (industrial and auto) and petrochemical production. The products from the refinery should meet about 50% of domestic requirements.

The refinery complex area will consist of the following components:

  • Refinery processing, utility and offsite facilities (110ha)
  • Crude oil tank farm and gas flare-off area (42ha)
  • Product tank farm (36ha)
  • Seawater intake, waste water processing and crude oil pipelines (4ha)
  • Interconnecting pipelines and road access (40ha)
  • Harbour product export area (135ha)

PROJECT FUNDING

Vietnam's National Assembly approved the construction of the Oil Refinery No.1 (Dung Quat) in 1997 with an investment of $1.3bn (costs have since increased to $2.5bn), this will be provided from crude oil revenue, credits and bond sales.

Vietnam reimbursed Russia the $235m it had put into the VietRoss venture in December 2002 when Russia withdrew (this money had previously been earmarked for reinvestment into the offshore oil and gas fields of Vietnam). The Bank for Foreign Trade of Vietnam (Vietcombank) was able to arrange loans worth $250m.

The consortium of contractors which won tender package No.1 was also able to arrange loans of $500m in deferred payment terms. The foreign contractors are willing to help finance the project but PetroVietnam is giving priority to domestic loans to finance the refinery.


CRUDE OIL EXPORTS

Vietnam exported 18.08 million tons of crude oil worth nearly $7.39bn in 2005, mainly to China, Singapore, Japan, Britain and the United States, down 7.3% in volume but up 30.3% in value against 2004. Vietnam's crude oil production decreased 7.7% to roughly 18.5 million tons in 2005.

Recently, the Ministry of Planning and Investment proposed the Vietnamese Government lower crude oil exports between 2006 and 2010 so as to ensure sufficient supply of the product for domestic industries. Accordingly, the country's crude oil export will decline to 18.5 million tons in 2006 and 15.6 million tons in 2010 to reduce reliance on petroleum imports. Vietnam is very keen to become totally self dependent for oil and gas as quickly as possible.


PORT CAPACITY

There are still major problems with the deep sea port of Dung Quat in that it is still not large enough and well equipped enough to allow the easy transport and unloading of the heavy equipment required to build the refinery. Also the road from the port to the site of the refinery is not in good condition.

The Viet Nam National Shipping Lines (VINALINES) and the GEMADEPT (a transport joint-stock company) have been given permission from the Ministry of Transport to invest in building two new wharves at the port to help alleviate problems.

Abnormal Loading Engineering Ltd (ALE), a UK-based worldwide heavy transportation and lifting company has been at the port and refinery to conduct a series of on-site surveys to determine if their expertise can help in the movement of refinery heavy equipment. However, Abnormal Loading Engineering raised a number of issues needing to be addressed if they were to work on the project.

Some marine port construction groups from Japan and Singapore are also surveying the area.

The port will be crucial as this is where crude oil will be transported to for the refinery (in the absence of a viable pipeline from the oil fields) and where refined products will be transported to market.


FUTURE PROJECTS

The Vietnamese government are already talking about the construction of a second and third refinery within the same timescale as Dung Quat. The second installation will be at Nghi Son in Than Noa Province, about 1,200km north of the oil fields – still a logistical transport problem for both crude feedstock and refined products. PetroVietnam , Kuwait and Japanese partners signed an agreement in March 2007 for the Nghi Son Refinery and this project is expected to become operational in Thanh Hoa province in 2013.

The third planned refinery may be located in the south at Vung Tau – much nearer the oil fields and with a better chance of being economically viable (linked to the price of crude oil in 2008 viability improves all the time).

DECISION

Authorizing the management board of Bo Y international border-gate economic zone to perform several tasks

THE MINISTER OF TRADE

Pursuant to the Government's Decree No. 29/2004/ND-CP of January 16, 2004, on the functions, tasks, powers and organizational structure of the Ministry of Trade;

Pursuant to the Prime Minister's Decision No. 217/2005/QD-TTg of September 5, 2005, promulgating the Regulation on organization and operation of Bo Y International Border-Gate Economic Zone, Kon Tum province;

At the proposal of the Management Board of Bo Y International Border-Gate Economic Zone in Official Letter No. 25/CV-BQLCKBY of February 16, 2006,

DECIDES:

Article 1.- To authorize the Management Board of Bo Y International Border-Gate Economic Zone, Kon Tum province (hereinafter referred to as the Management Board for short), to perform the following tasks:

1. To grant certificates of origin, form D and form S, to enterprises in Bo Y International Border-Gate Economic Zone.

2. To grant, amend, supplement and withdraw permits for establishment of foreign traders' branches engaged in commercial activities in Bo Y International Border-Gate Economic Zone.

3. To manage import, export and commercial activities of foreign-invested enterprises in Bo Y International Border-Gate Economic Zone.

Article 2.- The Management Board shall perform the authorized tasks mentioned in Clause 3, Article 1 of this Decision according to the following contents:

1. The Management Board shall approve import plans of foreign-invested enterprises and parties to business cooperation contracts that invest in Bo Y International Border-Gate Economic Zone, ensuring their strict compliance with the November 12, 1996 Law on Foreign Investment in Vietnam, the June 19, 2000 Law Amending and Supplementing a Number of Articles of the Law on Foreign Investment in Vietnam, the Government's Decree No. 24/2000/ND-CP of July 31, 2000, and Decree No. 27/2003/ND-CP of March 19, 2003, and relevant legal documents, and compatibility with their investment licenses, business licenses, techno-economic explanations, technical designs, and legal documents related to import and export management and administration. The approval of import plans covers the following:

a/ Approval of plans on the import of machinery, equipment, means of transport and supplies for the formation of fixed assets; plans on the import of production materials, including the import thereof for the formation of assets by mode of financial hire-purchase by foreign-invested enterprises located in Bo Y International Border-Gate Economic Zone.

b/ Approval of plans on the temporary import of machinery, equipment and means of transport hired from foreign countries, which are not yet included in technological chains, for operation of foreign-invested enterprises.

c/ Approval of plans on the import of supplies and raw materials for production and/or business activities of foreign-invested enterprises under their investment licenses in accordance with the Prime Minister's Decision No. 46/2001/QD-TTg of April 4, 2001, on the management of goods import and export in the 2001-2005 period, and the Trade Ministry's Circular No. 11/2001/TT-BTM of April 18, 2001, guiding the implementation of Decision No. 46/2001/QD-TTg of April 4, 2001.

2. The Management Board shall approve the liquidation of machinery, equipment, means of transport, supplies and raw materials of foreign-invested enterprises according to the provisions of the Trade Ministry's Circular No. 01/2005/TT-BTM of January 6, 2005.

3. The Management Board shall approve plans on the import of finished products for combination with products of foreign-invested enterprises for export.

Article 3.- Quarterly, the Management Board of Bo Y International Border-Gate Economic Zone shall send to the Trade Ministry reports on the performance of the tasks stated in Article 1 of this Decision under the guidance of the Trade Ministry in its Circular No. 22/2000/TT-BTM of December 15, 2000.

Article 4.- The Trade Ministry shall periodically inspect the implementation of the provisions of this Decision according to the provisions of law.

Article 5.- This Decision takes effect 15 days after its publication in "CONG BAO."

Tránh những “cạm bẫy” công sở

Tránh so sánh

Sự so sánh không đem cho bạn lợi ích gì ngoài cảm giác lo lắng và không thoải mái nơi công sở. Đừng phí hoài sức khỏe và tinh thần chỉ về vấn đề người khác cư xử với mình ra sao, cách họ chú ý đến mình như thế nào. Trong thực tế, nó chỉ làm tốn thời gian, suy giảm tinh thần và tăng sự bối rối cho bạn mà thôi.

Điều bạn nên làm: Làm quen với sự thay thế một cách tích cực. Nếu bạn đã hoặc sẽ so sánh tình huống làm việc, bạn nên hỏi bản thân mình: “Liệu có bất kỳ điều gì mình có thể làm giúp mọi việc trở nên công bằng và hợp lý hơn?”. Nếu câu trả lời là “có”, bạn hãy thực hiện điều đó bằng những hành động cần thiết. Nhưng nếu câu trả lời là “không”, bạn nên bắt đầu nghĩ về một điều gì khác. Thử những bài tập tưởng tượng lạc quan về nơi bạn muốn công việc mình tới. Trong trường hợp bạn không thể làm tốt, hãy hít thở thật sâu và nghĩ đến những ý tưởng tích cực giúp bạn thoải mái hơn.


Tránh “buôn chuyện”

“Buôn dưa lê” là một trong những “cạm bẫy” bạn nên tránh nếu không muốn mình bị mắc kẹt trong tình trạng công việc “sa lầy”. Đơn giản nó sẽ khiến bạn làm việc thiếu năng suất (nếu bạn chỉ ngồi lê đôi mách mà không làm việc), tạo ra môi trường ngờ vực và hoài nghi, dẫn đến sự so sánh khó tránh khỏi và biến công sở trở thành nơi “vô cùng khó chịu”.

Điều bạn nên làm: Khi một đồng nghiệp bắt đầu ngồi tán gẫu chuyện không đâu, bạn hãy nhanh chóng rời khỏi cuộc trò chuyện càng nhanh càng tốt (bạn có thể nói: Xin lỗi không nói chuyện tiếp được, mình phải ra nghe điện thoại) hoặc thay đổi chủ đề một cách tế nhị (ví dụ: thời tiết hôm nay thế nào nhỉ?) hay chuyển cuộc trò chuyện sang một giọng điệu hữu ích hơn (Chúng ta không thể ngồi đây tán gẫu quá nhiều - làm điều gì đó thú vị hơn đi).


Tránh than phiền

Cằn nhằn mọi vấn đề không giúp bạn tăng thêm giá trị, ngược lại nó chỉ khiến bạn có một “tai tiếng” không hay ho mà thôi. Luôn có những tình huống không thoải mái xảy ra nơi công sở và ngồi đó than phiền không thể giúp bạn giải quyết được vấn đề, thậm chí nó còn làm giảm tinh thần, tiêu tốn năng lượng và làm tổn thương không chỉ tới đồng nghiệp mà còn đến bản thân bạn nữa.

Điều bạn nên làm: Hãy sửa chữa thói quen xấu này nếu có thể. Bạn nên học cách chấp nhận sự khó chịu và tiến tới điều gì đó năng suất hơn. Nếu tình huống đó không thể chấp nhận được và bạn phải sử dụng mọi khả năng để thay đổi nhưng kết quả lại thất bại, vậy thì hãy làm đơn thôi việc và xin chuyển công tác. Than phiền sẽ không đem tới cho bạn điều gì mà chỉ làm tình hình tồi tệ hơn.


Tránh lo âu

Việc lo lắng là một thực tế không thể tránh khỏi cuộc sống công sở, cách tốt nhất bạn nên làm đó là tránh mắc kẹt trong lo lắng suy tư và quên đi công việc mình thực sự phải hoàn thành.

Điều bạn nên làm: Hãy tập trung vào công việc bạn đang làm. Nên xác định rõ vấn đề bạn đang lo lắng có liên quan trực tiếp hay gián tiếp đến công việc của bạn hay không. Hàng tỷ đồng của dự án phân loại chất thải rắn 'trôi sông'

Sau hơn 2 năm rưỡi triển khai thí điểm ở quận 6, TP HCM, dự án phân loại riêng biệt rác hữu cơ và vô cơ để hạn chế thấp nhất sự nguy hại từ các loại chất thải rắn được đánh giá gần như... phá sản.

"Trong những lần họp HĐND gần đây, nhiều đại biểu cho rằng dự án đang thất bại, càng triển khai càng tốn tiền mà không có hiệu quả", ông Trần Đại Đồng, Phó Giám đốc công ty Môi trường đô thị TP HCM phát biểu trong cuộc họp góp ý về Chiến lược quốc gia về giảm thiều, tái chế chất thải đến năm 2020 mới đây.

Trao đổi với VnExpress.net ông Trần Văn Danh, Phó giám đốc Công ty dịch vụ công ích quận 6, đơn vị chủ đầu tư thừa nhận: "Hiện nay, tỷ lệ người dân còn ủng hộ việc tự phân loại rác ngay tại nhà chỉ còn đạt 20%, một vài nơi trọng điểm cao lắm cũng là 50%".


Nếu không có biện pháp nhanh chóng phân loại và tái chế, chất thải rắn
sinh hoạt sẽ là mối hiểm họa với môi trường của TP HCM về sau.

Dự án phân loại chất thải rắn tại nguồn với mục tiêu tách riêng rác vô cơ (loại rắn khó phân hủy độc hại như: pin, bóng đèn, túi ni lông...) và rác hữu cơ (thức ăn, hoa, bã trà...) ngay tại gia đình bằng việc cung cấp cho mỗi hộ hai loại thùng rác, túi riêng để phân biệt.

Tháng 3/2006, TP HCM thí điểm triển khai thực hiện tại quận 6. Với 320-330 tấn rác một ngày tại quận này, nếu thực hiện thành công dự án có thể thu từ 120.000 đến 180.000 tấn phân compost từ rác hữu cơ, các loại chất thải còn lại được dùng tái chế với mức thu khoảng hơn 17,5 tỷ đồng mỗi năm.

Tuy nhiên, ngay khi tiến hành với 9 trên 14 phường ủng hộ, dự án liên tục gặp "sự cố".

Phải mất rất nhiều thời gian cũng như công sức, Công ty Dịch vụ công ích quận 6 mới thuyết phục được người dân làm quen với việc tách riêng hai loại rác bỏ vào các thùng chuyên dụng, nhưng lực lượng thu gom rác dân lập vì không có phương tiện lại "thản nhiên" gộp chung lại làm một cho tiện.

Một nghịch lý nữa khiến việc phân loại chất thải trở nên vô nghĩa là hiện TP HCM chưa có nhà máy sản xuất phân compost. "Chính do sự thiếu đồng bộ từ các khâu đã dẫn đến sự không hiệu quả do chỉ làm tốt công tác phân loại rác tại nguồn mà không tiến hành đến nơi đến chốn các công tác tiếp theo", ông Nguyễn Văn Tài, Phó viện trưởng phụ trách Viện chiến lược và chính sách tài nguyên môi trường thuộc Bộ Tài nguyên môi trường phân tích.

Theo đại diện của Công ty môi trường đô thị quận 6, dù lúc này dự án vẫn đang duy trì, nhưng chỉ còn khả năng "sống" chủ yếu dưới hình thức tuyên truyền, người dân cũng bắt đầu mất dần sự tin tưởng nên công việc càng khó khăn hơn trước.

Nhận xét về vấn đề này, ông Đào Anh Kiệt, Giám đốc Sở Tài nguyên môi trường TP HCM cho biết: “Số tiền gần 6 tỷ đồng đầu tư cho dự án dù không lãng phí hoàn toàn nhưng đã cho chúng ta một cơ hội học tập, đặc biệt chương trình đã gây được ý thức ban đầu cho người dân trong việc phân loại chất thải rắn tại nguồn".

Hiện, để dự án không "chết" hẳn, Công ty dịch vụ công ích quận 6 đã phối hợp với Liên minh Hợp tác xã TP HCM vay thêm 1,5 tỷ đồng mua các loại xe chuyên dụng để phân loại dễ dàng các loại rác gồm: 60 xe 800 lít và 5 xe tải 990 kg - 1,2 tấn cho 136 người thu gom rác dân lập của toàn quận, đầu tư thêm trạm ép rác khép kín.

Và số tiền khôi phục lại chương trình từ 6 tỷ đồng ban đầu được nâng lên thành... 19 tỷ đồng.
