The Central Highlands region is capitalising on its hydro-electric resources and border economic zones to become a dynamic economic hub.
It has five provinces – Gia Lai, Dak-Lak, Kon Tum, Dak Nong, and Lam Dong – that share borders with Laos and Cambodia.
They have managed to effectively tap their economic potential to benefit residents, including millions of ethnic minority people.
Blessed with a network of rivers and streams, the region has enormous hydro-power potential.
It plans to harness its major rivers – Se San, Poco, and Serepok that flow into the Mekong River, and Dong Nai and Song Ba Rivers into the East Sea – to build power plants with investment from both domestic and foreign sources.
Dozens of large hydro-power projects have already received approval from the Government. They are expected to generate 5,000 MW by 2010, accounting for 30 per cent of the country’s total output.
On the Se San River alone, seven power projects with a total capacity of 2,000 MW have either been built or are being built.
Of them, the 720 MW Ia Ly project, 270 MW Sesan 3, 108 MW Se San 3A, and 270 MW SeSan 4 in Gia Lai Province are already operational.
The three others are under construction in Kon Tum Province now.
On the Serepok River in Dak Lak Province, six plants will be built with a total capacity of 750 MW.
On the Ba River, 10 will be built with a capacity of 669 MW.
The region is also focused on developing small and medium-sized plants with domestic investment.
In Gia Lai Province, more than 30 with a total capacity of 200 MW have been built, with 83 others in the pipeline.
Dak Lak Province has identified more than 100 convenient locations for building the small and medium-sized plants.
Border trade
To promote trade, the Gia Lai and Kon Tum authorities have established two border economic zones with Laos and Cambodia.
The Le Thanh border economic zone in Gia Lai has become a trade and economic hub for not only the province but also for the entire region.
There are now plans to build a trading centre at a cost of hundreds of billions of dong and infrastructure like roads, business complexes, and a 600-ha resettlement area.
Kon Tum’s 71,000ha Bo Y border economic zone has become a vital economic triangle between Laos, Cambodia, and Viet Nam.
It has a major trade centre, a large supermarket, and road network.
In just three years since being built, the zone has attracted 52 projects with a total investment of thousands of billions of dong.
Planned projects include a US$1.5 billion international airport, a $1 billion urban centre, an $800 million entertainment and hotel complex, and a $500 million power plant.—

Vietnam, Laos enhance cross-border trade
Vietnamese and Lao trade officials have discussed measures to promote trade in the two countries’ border areas, thus contributing to meeting their target of 1 billion USD in two-way trade turnover by 2010.
At the sixth meeting on trade management in the border areas between Vietnam and Laos on December 4-5 in the Savannakhet province of Laos, the two sides agreed to increase levels of cooperation between border area authorities, pairs of bordergates and markets along the border.
They also agreed that cross-border economic and commercial exchanges between the two countries not only boosts trade activities in the border provinces, but also maximises the potential and strengths of each locality and forms active economic zones in the Vietnam-Lao border areas, contributing to raising two-way trade turnover in recent years from 246.6 million USD in 2006 to 460 million USD in 2008.
The meeting proposed that each country’s authorities remove obstacles to policies, simplify commercial procedures at bordergates, improve infrastructure at border areas, and facilitate cross-border activities and the trade of goods.
The Vietnamese delegation attending the meeting was led by Deputy Minister of Trade and Industry Nguyen Cam Tu and the Lao delegation by Deputy Minister of Trade and Industry Khemmant Phonsena.

Động lực mới cho Khu vực Tam giác Phát triển
Lễ ký biên bản ghi nhớ về hình thành các chính sách ưu đãi cho khu vực Tam giác phát triển Hội nghị Cấp cao CLV ra Tuyên bố Vientiane phát triển sâu rộng hợp tác giữa ba nước Campuchia – Lào - Việt Nam đã mở ra nhiều cơ hội đầu tư vào khu vực này.
Khu vực Tam giác phát triển lại có thêm động lực mới khi Bản ghi nhớ về xây dựng Cơ chế chính sách ưu đãi đặc biệt cho Khu vực Tam giác phát triển vừa được các bên ký kết tại Hội nghị Cấp cao Campuchia - Lào - Việt Nam (CLV) lần thứ V diễn ra tại Thủ đô Vientinane (CHDCND Lào) ngày 26/11/2008 dưới sự chứng kiến của Thủ tướng Chính phủ ba nước.
Phát biểu khai mạc Hội nghị, ông Bouasone Bouphavanh, Thủ tướng CHDCND Lào nhấn mạnh rằng, việc thành lập Khu vực Tam giác phát triển không chỉ cải thiện tình hình kinh tế - xã hội, nâng cao mức sống của người dân trong Khu vực, mà còn góp phần thúc đẩy quan hệ kinh tế, thương mại và đầu tư giữa ba nước.
Trong bài phát biểu trước 300 đại biểu đến từ ba nước tham dự Hội nghị, Thủ tướng Chính phủ Nguyễn Tấn Dũng cho rằng, Hội nghị là dịp tốt để trao đổi hợp tác giữa ba nước và với sự nỗ lực của các bên, Khu vực Tam giác phát triển sẽ trở thành khu vực kinh tế năng động, phát triển ổn định.
Theo mục tiêu đề ra, Việt Nam và Campuchia phấn đấu nâng kim ngạch thương mại song phương lên 2 tỷ USD vào năm 2010. Việt Nam và Lào cũng quyết tâm phấn đấu đưa kim ngạch thương mại song phương lên 1 tỷ USD vào năm 2010; 2 tỷ USD vào năm 2015 và trên 5 tỷ USD vào năm 2020.
Khu vực Tam giác phát triển hiện có tiềm năng lớn về thương mại, đầu tư, nông nghiệp, năng lượng, giao thông, du lịch. Số liệu thống kê sơ bộ cho thấy, tại Khu vực Tam giác phát triển, nhiều dự án lớn đầu tư vào thủy điện, khai thác và chế biến khoáng sản, phát triển và chế biến sản phẩm cây công nghiệp có giá trị cao… đã và đang được triển khai. Hầu hết các dự án của doanh nghiệp Việt Nam tập trung tại các tỉnh thuộc Khu vực Tam giác phát triển. Tổng vốn mà các doanh nghiệp Việt Nam đầu tư vào khu vực này chiếm 60-80% tổng vốn đầu tư vào Campuchia và Lào. Riêng tại Lào, con số này là 85,24%, tương đương hơn 490 triệu USD.
Hiện tại, các doanh nghiệp Việt Nam có thể tìm thấy ở Lào, Campuchia cơ hội đầu tư vào du lịch, khoáng sản, xây dựng, viễn thông, chế biến gỗ. Các doanh nghiệp Lào, Campuchia có thể cung ứng cho Việt Nam những sản phẩm thủ công mỹ nghệ, sản phẩm du lịch khá hấp dẫn.
Tới nay, nhiều doanh nghiệp Việt Nam như Tổng công ty Sông Đà, Ngân hàng Sài Gòn Thương Tín, Tổng công ty Bưu chính - Viễn thông quân đội… đã tham gia thực hiện dự án thủy điện, bưu chính - viễn thông, trồng cây công nghiệp… tại Lào và Campuchia. Các doanh nghiệp Lào và Campuchia cũng hợp tác với doanh nghiệp Việt Nam tập trung trong một số lĩnh vực như dịch vụ giao thương, buôn bán hàng tiêu dùng…
Mặc dù có những bước tiến đáng khích lệ, nhưng trong quá trình đi lên, Khu vực Tam giác phát triển còn gặp không ít trở ngại. Chính vì vậy, theo Thủ tướng Nguyễn Tấn Dũng, Thủ tướng CHDCND Lào Bouasone Bouphavanh và Thủ tướng Campuchia Samdec HunSen, để tiếp tục thúc đẩy phát triển kinh tế 3 nước nói chung và tại Khu vực Tam giác phát triển nói riêng, cần khuyến khích đẩy mạnh đầu tư trực tiếp của các doanh nghiệp; tiếp tục đầu tư vào các lĩnh vực năng lượng điện, hợp tác thăm dò khai thác khoáng sản, trồng và chế biến cây công nghiệp có giá trị cao; tăng cường các giải pháp và cơ chế chính sách thúc đẩy hợp tác phát triển và tập trung vốn ngân sách đầu tư kết cấu hạ tầng nhằm tạo môi trường đầu tư thuận tiện cho các nhà đầu tư. Ngoài ra, cùng kêu gọi vốn hỗ trợ phát triển chính thức (ODA) vào một số lĩnh vực để sớm hình thành cơ sở vật chất cần thiết cho mục tiêu phát triển trong Khu vực tam giác.
Tuy còn gặp một số khó khăn, song theo đánh giá chung của Hội nghị Cấp cao CLV lần thứ V, tình hình kinh tế - xã hội tại Khu vực Tam giác phát triển đang từng ngày thay đổi và chuyển biến theo chiều hướng tích cực. Đây là thực tế được Hội nghị Ủy ban Điều phối chung ba nước Campuchia - Lào - Việt Nam (CLV) lần thứ ba diễn ra trước đó ghi nhận. Với sự phối hợp chặt chẽ của các bên, cùng với việc kêu gọi các nhà tài trợ, chắc chắn những tiềm năng của Khu vực Tam giác phát triển sẽ sớm được khai thác và kinh tế khu vực này sẽ đạt được những bước tiến vượt bậc.

Tăng cường hợp tác trong khu vực Tam giác phát triển
Sáng 26.11 tại thủ đô Vientian (Lào), Thủ tướng Nguyễn Tấn Dũng, Thủ tướng Lào Bouasone Bouphavanh và Thủ tướng Vương quốc Campuchia Samdec Hunsen đã tham dự khai mạc Hội nghị cấp cao lần thứ 5 giữa 3 nước về Tam giác phát triển (CLV). Đây là khu vực với phạm vi 10 tỉnh của 3 nước, trong đó có 4 tỉnh ở khu vực Tây Nguyên VN.
Tại cuộc họp, ba thủ tướng nhất trí đánh giá từ Hội nghị lần thứ 4 tại Đà Lạt (tháng 12.2006) đến nay, hợp tác giữa ba nước về xây dựng Tam giác phát triển đã đạt được những kết quả quan trọng trên nhiều mặt, góp phần thúc đẩy tăng trưởng kinh tế, cải thiện điều kiện sống của nhân dân các địa phương ở khu vực này; khẳng định quyết tâm tăng cường hợp tác, tạo thuận lợi hơn nữa cho các doanh nghiệp của ba nước đầu tư vào khu vực này; nhấn mạnh cần đẩy mạnh hợp tác trong các lĩnh vực giao thông, khai khoáng, sản xuất và chế biến nông sản, phát triển năng lượng, viễn thông và du lịch...; nhất trí thúc đẩy sớm hoàn thành việc điều chỉnh quy hoạch khu vực này đến năm 2020 theo hướng gắn kết quy hoạch, kế hoạch phát triển của mỗi nước với các hợp tác tiểu vùng Mê Kông. Ba thủ tướng đánh giá cao việc ba nước vừa ký Bản ghi nhớ về việc xây dựng các cơ chế, chính sách ưu đãi đặc biệt cho Tam giác phát triển; nhất trí ủng hộ sáng kiến của Thủ tướng Lào về việc tổ chức Diễn đàn doanh nghiệp CLV; đồng ý tổ chức Diễn đàn thanh niên Tam giác phát triển. Các thủ tướng cũng đánh giá cao kết quả hợp tác CLV+Nhật Bản trong việc xây dựng khu vực trên.
Kết thúc hội nghị, ba thủ tướng đã thông qua Tuyên bố chung của Hội nghị cấp cao CLV lần thứ 5, ký Tuyên bố Vientian về tăng cường hợp tác trong khu vực Tam giác phát triển và biên bản ghi nhớ về việc hình thành các chính sách ưu đãi cho khu vực này.
* Tiếp tục các hoạt động tại Vientian, chiều cùng ngày, Thủ tướng Nguyễn Tấn Dũng đã hội kiến Tổng bí thư, Chủ tịch nước CHDCND Lào Choummaly Sayasone.
Tổng bí thư, Chủ tịch nước Choummaly Sayasone mong muốn trong thời gian tới, VN và Lào tiếp tục hợp tác chặt chẽ hơn nữa trong công tác giữ gìn an ninh, ổn định ở khu vực biên giới; đề nghị VN giúp đỡ tiêu thụ sản phẩm nông nghiệp ở những vùng sâu, vùng xa và xây dựng những cụm bản biên giới của CHDCND Lào.

Khu kinh tế cửa khẩu quốc tế Bờ Y tổng kết 3 năm về đầu tư-xây dựng-phát triển
Ngày 6/11, Hội nghị tổng kết 3 năm (2005-2008) về đầu tư-xây dựng-phát triển Khu kinh tế cửa khẩu quốc tế Bờ Y được tổ chức tại Hà Nội. Đây là khu kinh tế có vị trí địa chính trị - địa kinh tế rất thuận lợi nằm trong hệ thống các khu kinh tế cửa khẩu Việt Nam. Có 01 cửa khẩu Quốc tế với Lào và 01 của khẩu quốc gia với Campuchia và là trung tâm trong tam giác phát triển 3 nước Việt Nam – Lào – Campuchia, gắn kết với hành lang kinh tế Đông – Tây đã được Thủ tướng 3 nước phê duyệt quy hoạch tại Tuyên bố Viêng Chăn về việc thiết lập tam giác phát triển 3 nước Việt Nam – Lào – Campuchia. Khu kinh tế có vai trò là đầu mối giao lưu kinh tế quan trọng trong khu vực, góp phần thúc đẩy phát triển kinh tế xã hội của Tây Nguyên và khu vực, là điểm nhấn trong chiến lược liên kết nhằm tạo cơ hội hợp tác, phát triển đồng đều giữa các nước ASEAN và tiểu vùng sông MêKông. Ngày 8/2/2007, Thủ tướng Chính phủ đã ký Quyết định số 225/QĐ-TTg về việc phê duyệt điều chỉnh quy hoạch chung với mục tiêu đến năm 2025 định hướng xây dựng phát triển Khu kinh tế cửa khẩu quốc tế Bờ Y có tổng diện tích tự nhiên 71.138ha; trong đó xây dựng đô thị biên giới loại II với diện tích 22.000ha, gồm khu đô thị 18.552 ha; khu cửa khẩu quốc tế với Lào 220ha; cửa khẩu quốc gia với Campuchia khoảng 150ha; khu thương mại quốc tế 450ha; khu công nghiệp tập trung và khu công nghệ cao 1.750ha; khu sân bay thương mại quốc tế 700ha và các khu chức năng khác. Đến nay, Ban quản lý Khu kinh tế đã tạo điều kiện cho 36 dự án đang triển khai với diện tích 2.510ha. Tuy vậy, tính đến hết tháng 9 năm nay, UBND tỉnh Kon Tum mới giao cho Ban quản lý trên 304ha và mới có 9 dự án được phê duyệt phương án đền bù giải phóng mặt bằng với diện tích chỉ hơn 122ha. Ông Nguyễn Thế Đạt, Trưởng Ban quản lý Khu kinh tế của khẩu quốc tế Bờ Y cho rằng: Bộ Tài nguyên và Môi trường cần sớm có văn bản hướng dẫn để UBND tỉnh Kon Tum và các ban, ngành trong tỉnh có liên quan giao một lần toàn bộ quỹ đất cho Khu kinh tế, để thực hiện đúng nội dung các Quyết định của Chính phủ về quản lý, sử dụng tài nguyên đất ở đây thống nhất về một đầu mối. Tiến sĩ Nguyễn Quang Học, chuyên gia quy hoạch đất Trường Đại học Nông nghiệp I Hà Nội nhận xét: Nguyên nhân chậm trễ trong việc giải phóng mặt bằng để đầu tư các dự án tại Khu kinh tế của khẩu quốc tế Bờ Y là do toàn bộ quỹ đất của Khu kinh tế địa phương chưa giao cho Ban quản lý. Dẫn đến việc quản lý và sử dụng tài nguyên đất ở đây chưa thật hiệu quả, như quy hoạch sử dụng đất cấp xã trong Khu kinh tế không theo quy hoạch chung. Đây là một trong những nguyên nhân dẫn đến thực hiện chiến lược phát triển Khu kinh tế theo Quyết định của Thủ tướng Chính phủ còn bị hạn chế, làm giảm tiến độ đầu tư, chưa thực hiện được cải cách hành chính... Do đó, tình trạng mua bán trái phép đất đai, xây dựng không phép, lấn chiếm... diễn biến phức tạp trong Khu kinh tế nên khi triển khai các dự án đầu tư bị vướng mắc. Nhất là khi có Công văn 5787 ngày 3/9/2008 của Văn phòng Chính phủ về việc soạn thảo Quyết định sửa đổi, bổ sung Quyết định 22 của Thủ tướng Chính phủ, chuyển đầu mối quản lý hành chính theo hướng Ban quản lý trực thuộc UBND tỉnh Kon Tum, mà không còn trực thuộc Chính phủ như từ trước đến nay. Ngay sau đó, một số nhà đầu tư đang chuẩn bị đầu tư đã tạm dừng lại, một số khác im lặng không triển khai tiếp các bước tiếp theo để chờ kết quả về sự thay đổi cơ chế chính sách đối với Khu kinh tế mới quyết định có tiếp tục đầu tư hay không. Tại hội thảo, các đại biểu đã nêu lên những vấn đề, bức xúc khi đầu tư vào đây. Ông Phạm Khắc Uyên, Chủ tịch HĐQT kiêm Tổng giám đốc Tổng công ty cổ phần thương mại Đông Dương kiến nghị: Chính phủ nên ổn định chính sách vĩ mô, các văn bản để nhà đầu tư yên tâm đầu tư vào Khu kinh tế. Còn các nhà đầu tư trong Khu kinh tế cũng nên thành lập CLB để có thể chủ động tổ chức hội nghị và cân nhắc để có những đề xuất, đối thoại về cơ chế, chính sách… Hầu hết các đại biểu tham dự hội thảo đều cùng chung ý kiến: cần có chính sách vĩ mô cho sự ổn định từ 10 năm trở lên nhằm tạo điều kiện và thu hút nhà đầu tư, doanh nghiệp yên tâm đến đầu tư tại khu kinh tế. |

Bo Y International Border Gate EZ attracts more investors
The Bo Y EZ's management board said the investment focused on urban development, industrial production, tourism, banking and bonded warehouses.
The EZ's management board has granted investment licences to eight domestic investors with a registered capital of 1.5 trillion VND. Assessment is underway for 15 other projects by domestic and foreign investors with a combined capital of nearly 9 trillion VND.
At present, 14 projects have been allocated land, construction has started on nine of them.
Thai tourists travel to Vietnam via Bo Y border-gate
According to Le Tuan, director of Dalat Tourist’s Da Nang branch, previously Thai visitors coming to Vietnam by car entered Vietnam through the Lao Bao border gate in the central province of Quang Tri and left Vietnam through the Bo Y border gate.
Thai tourists travel to Vietnam, this time 30 Thai visitors in 12 cars will pass through the Bo Y border gate and travel on the Ho Chi Minh Highway to Ho Chi Minh City, Da Nang city, Hoi An town, Hue city and Quang Tri province and then leave Vietnam through the Lao Bao border gate.
This is the first time Thai visitors have travelled by car on the legendary road of Ho Chi Minh, Mr Tuan said.
Bo Y Int'l Border Gate EZ attracts US$1.3 billion in investment
The Bo Y international border gate economic zone (EZ) in the Central Highlands province of Kon Tum has so far lured over VND20.6 trillion (US$1.3 billion) worth of both local and foreign investment.
The managing board of the Bo Y border gate economic zone revealed this in a meeting with the provincial authorities.
Of the figure, more than VND1.5 trillion (nearly US$100 million) from six Vietnamese investors, will be poured into such promising sectors as construction of new urban residential areas, construction materials production, free-tax commodity trading and eco-tourism.
The managing board is currently examining a number of projects, with a total registered capital of VND9 trillion (US$562 million), in various fields, including automobile production, garments and textiles, petrol base depots, agro-forestry and seafood processing for exports, as well as construction of an international commercial zone.
As many as 34 businesses are waiting for a license to do business and open representative offices in the economic zone, including 7 projects currently under construction worth VND116 billion (VND7.3 million) and another 18 projects worth over VND10 trillion (US$625 million).
COUNTRY TO HAVE 30 BORDER GATE ECONOMIC ZONES BY 2020

Vietnam will build comprehensive infrastructure, management models, mechanisms and policies for nine border gate economic zones, including: Mong Cai, Lao Cai, Lang Son, Treo Bridge, Bo Y, Moc Bai, An Giang, Dong Thap and a special economic commercial zone, namely Lao Bao.
This is part the development plan for the country’s border gate economic zones until 2020, approved by Prime Minister Nguyen Tan Dung.
Under the plan, Vietnam will have 30 border gate economic zones by 2020, raising the total export – import commodity and service turnover via borders with neighboring countries to 42-43 billion USD.
Twelve projects for Bo Y border zone
Among the projects are a 3 billion USD five-star hotel, trade centre, golf course complex and an international airport worth 6 billion USD.
To Date, the board has granted licences to 23 projects worth a total of 685 billion VND (43 billion USD) of which 17 are under construction.

HCM City (VNA) – Businesses as well as banks need a strong brand name to win customers, a state bank official has said.
Le Xuan Nghia, director of the State bank of Vietnam ’s Strategy Department, said commercial banks depended largely on the trust of the public.
“Banking is the sector that uses information technology at a high rate with around 80 percent of its activities computerised. So the IT level will show that it is a modern bank and customers will feel it can be trusted,” said Nghia, speaking at a seminar on brandnames organised yesterday in HCM City by the Vietnam Economics and Trade Promotion Department (Vietrade) of the Ministry of Industry and Trade.
Nghia said banks has a significant and direct effect, “like blood” on the economy.
“An economy can only be strong with a strong banking sector,” he said.
“A weak company has little impact on the economy, but a bank that could lose its liquidity will have an impact on the entire banking system and put the economy in a difficult situation.”
“Banks’ brand names can be the nation’s brandname,” he added.
Senior economist Dr. Le Dang Doanh said that Vietnam , since joining the World Trade Organisation, was enhancing its brandname with high, stable growth and a young, clever and skilled workforce.
Vietnam was a domestic market with potential in a strategic geographic position, he said, adding that the Government was willing to cooperate with businesses.
“ Vietnam ’s exports in areas including tourism, garments, footwear and home electronics have shown that the country is hospitable and friendly for business,” said Doanh.
He said the country should have hi-tech products with an international brandname like that of Toyota of Japan or Samsung of the Republic of Korea .
“ Vietnam should not be satisfied with just the brandname of pho,” he said.
Former Minister of Trade Truong Dinh Tuyen said a national brandname that reflected creativity, high quality and leadership would help attract investment, develop markets in and outside the country, and improve competitiveness and State management. This would lead to rapid but sustainable development, he said

THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to the Regulation on urban planning management, issued together with Decree No. 91/CP of August 17, 1994 of the Government;
At the proposals of the Minister of Construction (Official Dispatch No. 1374/BXD-KTQH of August 7, 2001) and the president of the People?s Committee of Kon Tum province (Report No. 17/TT-UB of June 11, 2001),
Article 1.- To ratify the general planning for building the border-gate economic zone of Bo Y - Ngoc Hoi in Kon Tum province up to 2020, with the following main contents:
1. Objective:
To develop the economy of the international border gate and border town of Bo Y and transform this area into an important economic transaction hub in the region, contributing to promoting socio-economic development in Kon Tum province and in the whole country; to ensure security and national defense as basis for the management of construction under the planning.
2. Delimitation of the general planning:
The scope of study to elaborate the planning for the border-gate economic zone of Bo Y- Ngoc Hoi covers 68,570 hectares of land, encompassing Sa Loong, Bo Y, Dak Su, Dak Duc, Dak Nong communes and Plei Kan township of Ngoc Hoi district, Kon Tum province. It is bordered :
- In the North by Dak Glei district.
- In the South by Sa Thay district.
- In the East by Dak To district and Dak Ang commune (Ngoc Hoi district).
- In the West by Laos and Cambodia (sharing a common border of 30km with Laos and 25 km with Cambodia).
3. Character of the area:
- It is the economic zone of the international border gate between Vietnam, Laos and Cambodia and the other countries in the region.
- It is a transaction center for the development of economy, trade, tourism, services and industries and a center for the transportation of goods among countries in the region.
- It has an important position in security and national defense.
4. Population size and distribution:
a/ Population size:
- Around 26,900 by 2005, of which 8,700 are urban population.
- Around 45,000 by 2020, of which 20,000 are urban population.
b/ Population distribution:
- Plei Kan township:
+ Around 5,500 by 2005, of which around 4,400 will live in the concentrated construction area;
+ Around 12,000 by 2020, of which 9,600 will live in the concentrated construction area.
- Bo Y township:
+ Around 5,400 by 2005, of which around 4,300 will live in the concentrated construction area.
+ Around 13,000 by 2020, of which around 10,400 will live in the concentrated construction area.
5. Land size:
- In 2005: The land fund for urban construction is around 232.5 hectares.
- In 2020: The land fund for urban construction is around 450.2 hectares.
6. Orientation for space development:
- North-South direction:
Development shall chiefly follow National Highway 14. Constructions such as the Offices of the People?s Committees of Dak Su and Dak Duc communes, schools and child daily-care centers shall form into groups to facilitate service activities. Sa Loong commune shall develop along National Highway 14C,
- East-West direction:
+ Plei Kan township shall retain its original planning as the general planning already ratified. The diversion route of National Highway 14 shall be directed to the East of the township.
+ In the North the township shall develop along National Highway 40 toward the border gate.
- Other directions:
+ At the convergence of Plei Kan township, border-gate 18 (with Cambodia) and Bo Y border-gate (opposite Giang Gion border-gate of Laos in the area of border post U6) there shall be built a commercial-tourist-service center, a border market and a number of managing agencies in order to form an urban center.
+ In the direction to Laos: Near the border shall be the international border gate with a joint border control post and a system of warehouses and various agencies associated with the trade center area in order to create an urban development space along National Highway 40 toward the Plei Kan center.
+ In the direction to Cambodia: Near the border shall be the international border gate with a goods yard
7. Specialized areas:
a/ Industry- warehouses:
An area of about 23.4 ha shall cover processing industry, assembly workshops and storehouses. The land in Area I and Area II comes under the jurisdiction of Bo Y border-gate.
b/ Living quarters:
On the basis of the existing population, to transform and invest in building the technical infrastructures of the population areas, arranged according to the model of ecological houses of the gardening economy, with the following projected size of population:
- Plei Kan township: around 12,000 inhabitants
- Bo Y township: around 13,000 inhabitants.
- Dak Su commune: around 3,900 inhabitants
- Dak Duc commune: around 5,000 inhabitants.
- Dak Nong commune: around 2,900 inhabitants.
- Sa Loong commune: around 8,300 inhabitants.
c/ Central areas:
- Plei Kan township as the administrative and political center of Ngoc Hoi district, shall retain its present position.
- The center of the border-gate economic zone shall have an area of about 400 ha, divided into three areas:
Area I: covering about 100 ha lying about 1 km from the Vietnam-Laos border, shall be divided into the following specialized areas: the State managing agency area; the storage and yard area; the population quarters; trade and public service area; park and tourist area; main technical infrastructures; reserve land and other areas;
+ Area II: About 40 ha in the area along National Highway 40, around 2.5 km from the Vietnam-Laos border, shall be built into an area of processing industry for forest and agricultural products for export as well as for assembly, and packaging of electronic goods for export.
+ Area III: About 260 ha in area, shall be divided into the following specialized areas: managerial agencies and representative offices of domestic and foreign socio-economic organizations; living quarters; trade and service projects such as the trade center, hotels and restaurants, post offices, banks; public utility works like radio and television broadcasting stations, hospitals, medical stations, schools; park - sport and tourist center, technical infrastructures.
- Commune centers shall retain their present positions. In particular, the center of Bo Y commune shall be transferred to Plei Kan.
8. Orientation for technical infrastructures development:
a/ On communication:
- The Ho Chi Minh route shall be built on the basis of the expansion of National Highway 14. The section of the route from Plei Kan township to Ho Chi Minh City shall be 100 m wide, 50m wide when crossing the town.
- National Highway 40: The suburban section shall be 55 m wide, inner city section shall be 27m wide.
Provincial route 661: The suburban section shall be 27 m wide, inner city section 28 m wide.
- Urban communication: Land for urban communication to occupy from 20% to 25 %.
b/ On preparation of technical conditions and land for construction:
The designed level of foundation and rain water drainage system must ensure the prescribed technical norms.
c/ On water supply:
- Norm of water supply to the urban population by 2005 is 80 liters /day per capita for 70% of the population, 100 liters/day per capita by 2020 for 85% of the population, 60 liters/day per capita for the rural population.
- Source of water: from Kak Trap stream and Dak Ho Nieng lake.
d/ On drainage of waste water and environmental sanitation:
- To build a complete water drainage system at the newly constructed areas.
- To transform and build cemeteries, combined with the rearrangement of the small cemeteries.
d/ On power supply:
-To transform, upgrade and build new transformer stations with appropriate capacities, to ensure power supply for production, life and service in each area.
- To transform and build 220 kV, 110 kV and 22 kV lines, to ensure modernity, beauty and safe use.
9. Plan for first phase of construction
Up to 2005, work shall concentrate on a number of key projects in urban management and development covering areas of around 400 hectares under Decision No. 06/QD-TTg of January 5, 1999 of the Prime Minister.
Article 2.- The People?s Committee of Kon Tum province is assigned with the task of:
1. Publicizing the general planning for building the border-gate economic zone of Bo Y - Ngoc Hoi for organizations and individuals to know and carry out; compiling the dossier for the planting of marker posts along the red line; elaborating and ratifying the detailed planning and the projects of investment according to current regulations; issuing the Regulation on construction management according to the general planning mentioned above.
2. Coordinating with the related ministries and branches in studying policies and solutions to mobilize the sources of investment for development of the border-gate economic zone of Bo Y- according to the ratified general planning.
Article 3.- This Decision takes effect 15 days after its signing.
The president of the People?s Committee of Kon Tum province, the Minister of Construction, and the ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, and the relevant organizations shall have to implement this Decision.

| DECISION Authorizing the management board of Bo Y international border-gate economic zone to perform several tasks THE MINISTER OF TRADE Pursuant to the Government's Decree No. 29/2004/ND-CP of January 16, 2004, on the functions, tasks, powers and organizational structure of the Ministry of Trade; Pursuant to the Prime Minister's Decision No. 217/2005/QD-TTg of September 5, 2005, promulgating the Regulation on organization and operation of Bo Y International Border-Gate Economic Zone, Kon Tum province; At the proposal of the Management Board of Bo Y International Border-Gate Economic Zone in Official Letter No. 25/CV-BQLCKBY of February 16, 2006, DECIDES: Article 1.- To authorize the Management Board of Bo Y International Border-Gate Economic Zone, Kon Tum province (hereinafter referred to as the Management Board for short), to perform the following tasks: 1. To grant certificates of origin, form D and form S, to enterprises in Bo Y International Border-Gate Economic Zone. 2. To grant, amend, supplement and withdraw permits for establishment of foreign traders' branches engaged in commercial activities in Bo Y International Border-Gate Economic Zone. 3. To manage import, export and commercial activities of foreign-invested enterprises in Bo Y International Border-Gate Economic Zone. Article 2.- The Management Board shall perform the authorized tasks mentioned in Clause 3, Article 1 of this Decision according to the following contents: 1. The Management Board shall approve import plans of foreign-invested enterprises and parties to business cooperation contracts that invest in Bo Y International Border-Gate Economic Zone, ensuring their strict compliance with the November 12, 1996 Law on Foreign Investment in Vietnam, the June 19, 2000 Law Amending and Supplementing a Number of Articles of the Law on Foreign Investment in Vietnam, the Government's Decree No. 24/2000/ND-CP of July 31, 2000, and Decree No. 27/2003/ND-CP of March 19, 2003, and relevant legal documents, and compatibility with their investment licenses, business licenses, techno-economic explanations, technical designs, and legal documents related to import and export management and administration. The approval of import plans covers the following: a/ Approval of plans on the import of machinery, equipment, means of transport and supplies for the formation of fixed assets; plans on the import of production materials, including the import thereof for the formation of assets by mode of financial hire-purchase by foreign-invested enterprises located in Bo Y International Border-Gate Economic Zone. b/ Approval of plans on the temporary import of machinery, equipment and means of transport hired from foreign countries, which are not yet included in technological chains, for operation of foreign-invested enterprises. c/ Approval of plans on the import of supplies and raw materials for production and/or business activities of foreign-invested enterprises under their investment licenses in accordance with the Prime Minister's Decision No. 46/2001/QD-TTg of April 4, 2001, on the management of goods import and export in the 2001-2005 period, and the Trade Ministry's Circular No. 11/2001/TT-BTM of April 18, 2001, guiding the implementation of Decision No. 46/2001/QD-TTg of April 4, 2001. 2. The Management Board shall approve the liquidation of machinery, equipment, means of transport, supplies and raw materials of foreign-invested enterprises according to the provisions of the Trade Ministry's Circular No. 01/2005/TT-BTM of January 6, 2005. 3. The Management Board shall approve plans on the import of finished products for combination with products of foreign-invested enterprises for export. Article 3.- Quarterly, the Management Board of Bo Y International Border-Gate Economic Zone shall send to the Trade Ministry reports on the performance of the tasks stated in Article 1 of this Decision under the guidance of the Trade Ministry in its Circular No. 22/2000/TT-BTM of December 15, 2000. Article 4.- The Trade Ministry shall periodically inspect the implementation of the provisions of this Decision according to the provisions of law. Gov’t vows to facilitate Bo Y economic zone growth

VietNamNet Bridge – Deputy Prime Minister Nguyen Sinh Hung says the Government will create more favourable conditions to turn the Bo Y International Border Gate Economic Zone into a developed economic area.
He made the statement at his working session with the Management Board of the Bo Y International Border Gate Economic Zone in Central Highlands Kon Tum Province on July 24.
Deputy PM Hung was accompanied by his Lao counterpart Somsavat Lengsavad during his visit to the zone, which lies in an area bordering both Laos and Cambodia.
He affirmed the Vietnamese Government will work to further promote friendship with Laos and Cambodia and also improve the living conditions of the people residing in the zone.
Deputy PM Hung asked the Management Board of the Bo Y international border gate and the provincial authorities to concentrate on completing infrastructure in the economic zone in addition to creating an attractive investment environment to draw more local and foreign investors into the area.
For his part, Lao Deputy PM Somsavat Lengsavad stressed the important role of the Bo Y International Border Gate Economic Zone, pledging that his country will coordinate with Vietnam and Cambodia in an effort to spur the development of the zone.
The Bo Y International Border Gate Economic Zone is located in the core of the economic development triangle that was endorsed by the prime ministers of Vietnam, Laos and Cambodia in Vientiane on November 21, 2004.
According to Nguyen The Dat, Head of the Management Board of the Bo Y International Border Gate Economic Zone, the zone has so far been home to 24 investment projects with a total registered investment capital of 195,230 billion VND.
It will house Bo Y international airport jointly developed by the Global Investment Enterprise Corporation (GIEC), Sem Tech of Malaysia and PMC Group of Singapore at a cost of 6 billion USD.
