Index rises after talk of postponing securities levy

The possibility that the Government might delay imposition of the new income tax on securities trading helped the market stave off further losses on Dec. 4.

The VN-Index held its ground to close at 308.60, up a modest 0.78 percent. Eighty-six codes posted gains on the day, compared to only 46 on Dec.3.

Late Dec.3, Minister of Finance Vu Van Ninh told reporters that the ministry was considering whether to delay new taxes slated for implementation on January 1 to the end of 2009, to support investors through the difficult economic times.

The collection of the tax is likely to be ineffective anyway, at a time when the market is struggling with a prolonged global crisis,” commented Nguyen Huy Duong, an analyst at Hoa Binh Securities.

In response to the minister’s hints, market volumes on Dec. 4 picked up a bit over the previous day’s sluggish figures, seeing 10.29 million shares traded for a combined value of 283.82 billion VND (16.89 million USD).

Sacombank (STB) held its position as most-active share, with 1.51 million traded, followed by SSI with 717,360 shares traded, and PetroVietnam Finance (PVF) with 553,760.

In Hanoi, the HASTC-Index outperformed HCM City, adding 2.36 percent to close at 106.62, with gains by leading shares such as Asian Commercial Bank (ACB), Bao Viet Securities (BVS), and PetroVietnam Insurance (PVI) all helping boost the index.

ACB was also the most-active code on the northern bourse, with 1.8 million shares traded, and followed by Kim Long Securities (KLS) with 735,300 shares, Vinaconex (VCG), 642,500, and PVI, 421,500.

The Hanoi market saw a total volume of 6.29 million shares which generated a turnover of 146.65 billion VND (8.73 million USD.

Securities companies: only top 20 will survive

Only the 20 securities companies with the biggest operation scales and greatest efficiency will be able to survive the current gloomy market, according to the Investment Analysis Division under APEC Securities Company.

In 2007, the top five securities companies all attained big profit. SSI had the post tax profit of VND864bil, ACB Securities VND332bil, BVSC VND214bil, KLS VND126bil.


However, these companies were not so prosperous in the first nine months of this year. Of the five, SSI fulfilled 49.36% of its yearly plan with the post tax profit of VND230bil. Meanwhile, KLS got the modest profit of VND3.6bil, and BVSC reported the loss of VND300bil, and HPC the loss of VND85bil.


The main reason for the poor performances of securities companies is the continued sharp falls of the stock market, which have precipitated the departure of many investors, while the number of securities companies has been increasing.


Statistics released by the HCM City Stock Exchange (HOSE) and Hanoi Securities Trading Centre (HASTC) show that the total value of stock transactions of securities companies from the beginning of the year until the end of October was CND156,996bil (VND15,696bil/month).

As securities companies have been both purchasing and selling, the total monthly stock transaction value of the securities companies is VND15,696bil x 2 = VND31,393bil. This spells that on average, one securities company has the monthly transaction value of VND31,393bil/99 companies = VND317bil.


APEC’s analysts say that the turnover from the monthly securities brokerage service of every securities company is VND317bil x (0.2% - 0.03%) = VND539mil (0.2% is the fee companies collect from clients, and 0.03% is the fee companies have to pay to securities trading centres).

Meanwhile, the monthly expenses securities companies have to pay (workshop premises, salaries, asset depreciation and others) total around VND1.5-2bil.

If the current conditions are not improved, Vietnam will see many securities companies on the verge of bankruptcy, the report by APEC states, adding that only the top 20 securities companies will survive.

Government’s help called for


Two questions have been raised amid the dismal performances of securities companies: Will there be a massive merging of securities companies in the time to come? What measures should Vietnam employ to help securities companies overcome the troubles?


Nguyen Thanh Ky, Secretary General of the Vietnam Association of Securities Businesses, believes that wide-scale merging will not occur. Ky said that both big and small companies are facing difficulties nowadays. In the world, even big institutions like Citigroup need the government’s support. In this case, support from governments is a necessity.

Ky mentioned the proposed collection of personal income tax from securities investors, saying that taxation at this sensitive moment would make the market worse, as investors would sell stocks in order to avoid the onset of the tax, slated for January 1, 2009.


Securities companies have been trying to rescue themselves by restructuring their organisations, cutting superfluous jobs and closing branches. However, Ky still believes that the companies need the support of the government.

There are many things the government can do to help, he says. It can lower transaction fees, remove the requirement on installing cameras for transaction supervision and magnetic doors. Especially, it can ease the regulation on the compulsory trading floor space (the minimum area of a trading floor is now 200 sq m).

Ministry issues rules for OTC market

The Ministry of Finance has issued a regulation on over-the-counter (OTC) stock transactions at the Ha Noi Securities Trading Centre (HASTC).

Under the regulation, the minimum allowed transaction volume in unlisted shares traded through HASTC would be 10 shares or bonds, and new shares registered for their first day of transactions would be traded electronically only by the negotiation method, without using a daily trading band.


Thereafter, there would continue to be no daily trading band for bonds, while shares would be able to trade within a 10 percent band.

Whether foreign investors would be allowed to participate will depend on a decision by the Prime Minister.

Other regulatory provisions regarding the OTC market are similar to those governing the listed market. For instance, investors are allowed to open a single trading account and are not allowed to buy and sell shares under the same code during the course of a single day.

Forecast: more money to be put in stocks

VietNamNet Bridge – Recent forecasts have all predicted that more money will flow into the stock market in the time to come. And the main reasons for the conclusion? Bank interest rates have been decreasing and stock prices have decreased to the point where they are attractive to investors.

Interest rates believed will drop further

The HCM City Securities Company (HSC) believes that the VND basic interest rate will decrease by another 2% by the end of January 2009. This means that the basic interest rate would decrease to 10%, which also means the maximum lending interest rate would be 15% per annum. In fact, the lending interest rates currently applied by big banks are below 14%, for certain clients, while the popular rates are between 14.5-16%.

Vietcombank’s Securities Company’s (VCBS) report also said that following a series of measures to loosen monetary policies, deposit and lending interest rates both have been decreasing, which it believes will revitalise the stock market.

“Deposits will become less attractive as an investment channel. Therefore, it is likely there will be a big volume of money injected in the stock market as stock prices have decreased so deeply,” VCBS’ report reads.

The Saigon Securities Incorporated (SSI) also believes that the basic interest rate is now under pressure to decrease further in the context of the economic development slowdown and the interest rate cuts all over the world.

If interest rates are cut further, this would help make the stock market more attractive as money would be injected in stocks which are considered reasonably-priced.

In a newly-released report analysing Vietnam’s economy in the first nine months of the year, Eurocapital cites four factors it believes are responsible for making bank interest rates go down: 1/ the usable capital and liquidity of banks has improved 2/ banks have to cut deposit interest rates to make profit 3/ banks have cut lending interest rates to boost disbursement and 4/ banks have to lower interest rates to become competitive.

Interest rate cuts benefit stock market

Securities companies have also pointed out that lower interest rates would create good conditions for listing companies to access bank loans and reduce production costs.

Statistics released by Eurocapital show that in the first two quarters of the year, high lending interest rates pushed finance costs higher. 163/209 (78%) surveyed enterprises had higher finance costs in the first two quarters of 2008 compared to the first half of last year. 120/209 saw their finance costs up by over 50%.

Experts, agreeing with VCBS and SSI, say that when depositing money becomes less attractive, investors will inject their money in stocks which have reasonable prices.

Reports by some foreign institutions which have been released recently say that Vietnam’s stocks are now less attractive than those of many other markets. However, idle domestic money is believed will still flow into Vietnamese stocks as it cannot ‘cross the border’ to go to places where the stocks are more attractive.

VN-Index hướng tới sát đáy 366,02 điểm

Sau khi mất tương ứng 16,2% và 21,1% trong tuần trước, phần lớn cổ phiếu trên cả 2 sàn chứng khoán TP.HCM và Hà Nội tiếp tục giảm giá. Chỉ số VN-Index đang hướng tới sát đáy 366,02 điểm được thiết lập ngày 20/6 vừa qua.

Khối lượng giao dịch đứng ở mức khiêm tốn so với giao dịch trung bình tháng 8, 9 cho dù giá cổ phiếu đã giảm rất nhiều là do các nhà đầu tư đang thận trọng chờ đón kết quả kinh doanh của các doanh nghiệp trong quý 3 và diễn biến tiếp theo trên thị trường tài chính quốc tế.

Kết thúc phiên giao dịch sáng 13/10, chỉ số VN-Index của Sở GDCK TP.HCM (HOSE) giảm 7,39 điểm (tương đương giảm 1,94%) xuống 371,67 điểm, chỉ còn cách đáy cũ chưa tới 6 điểm. (BĐ: HL)

HOSE: VN-Index giảm thêm gần 2%

Kết thúc phiên giao dịch sáng 13/10, chỉ số VN-Index của Sở GDCK TP.HCM (HOSE) giảm 7,39 điểm (tương đương giảm 1,94%) xuống 371,67 điểm, chỉ còn cách đáy cũ chưa tới 6 điểm.

Đây là phiên giảm thứ 7 liên tiếp của chỉ số này với tổng mức mất điểm là 88,58 điểm (tương đương 19,25%).



Trong tổng số 160 mã cổ phiếu và 4 chứng chỉ quỹ niêm yết trên HOSE, có 48 mã tăng giá (có 9 mã tăng kịch trần), 104 mã giảm giá (trong đó có 58 giảm kịch sàn), 9 mã đứng giá và 3 mã không có giao dịch.

Tổng khối lượng giao dịch của cổ phiếu và chứng chỉ quỹ thông qua khớp lệnh thành công sáng 13/10 giảm xuống 12,9 triệu đơn vị, trị giá 373,7 tỷ đồng (so với 16,1 triệu đơn vị và 419,1 tỷ đồng trong phiên liền trước).

Các cổ phiếu tăng giá mạnh về giá trị tương đối và tuyệt đối bao gồm: SFC của CTCP Nhiên Liệu Sài Gòn (tăng trần 1.800 đồng lên 37.800 đồng/cp); VGP của CTCP Cảng rau quả và VIS của Thép Việt-Ý cùng tăng trần 1.000 đồng lên tương ứng 22.200 đồng/cp và 22.100 đồng/cp; SAF của CTCP Lương thực Thực phẩm Safoco, TTP của Bao bì nhựa Tân Tiến và VNS của Taxi Vinasun cùng tăng trần lên tương ứng 19.600 đồng/cp, 19.000 đồng/cp và 20.400 đồng/cp.

Các cổ phiếu giảm giá mạnh nhất về giá trị tương đối và tuyệt đối bao gồm: DHG của Dược Hậu Giang (giảm sàn 6.000 đồng xuống 114.000 đồng/cp); BMC của Khoáng sản Bình Định (giảm sàn 4.500 đồng xuống 90.000 đồng/cp); VNM của Vinamilk (giảm sàn 4.000 đồng xuống 85.500 đồng/cp); SJS của Phát triển khu công nghiệp Sông Đà - Sudico và FPT cùng giảm sàn 3.500 đồng xuống tương ứng 67.500 đồng/cp và 68.500 đồng/cp.

Các cổ phiếu có khối lượng giao dịch nhiều nhất bao gồm: STB của Sacombank (1,66 triệu cổ phiếu); HPG của Hoà Phát (0,81 triệu cổ phiếu); SAM của CTCP Cáp và Vật liệu Viễn thông (0,63 triệu cổ phiếu); VTO của Vận tải xăng dầu Vitaco (0,55 triệu cổ phiếu); DPM của Đạm Phú Mỹ (0,52 triệu cổ phiếu).

Sàn Hà Nội: HASTC-Index giảm nhẹ

Sau khi giảm 21,1% trong tuần trước, kết thúc phiên giao dịch đầu tuần mới sáng 13/10, chỉ số HASTC-Index tiếp tục giảm nhưng ở mức độ nhẹ hơn với 0,53 điểm (tương đương giảm 0,44%) xuống 119,34.

Khối lượng giao dịch thành công sáng nay 13/10 giảm xuống 6,85 triệu đơn vị, trị giá 18898 tỷ đồng (so với 8,4 triệu đơn vị và 282,2 tỷ đồng phiên liền trước).

Thống kê cho thấy, trong tổng số 153 mã cổ phiếu được niêm yết trên sàn Hà Nội, có 61 mã tăng giá, 77 mã giảm giá và 10 mã đứng giá và 5 mã không có giao dịch.

Các cổ phiếu có giá bình quân trong cả phiên tăng mạnh nhất cả về giá trị tương đối bao gồm: CCM của Xi măng Cần Thơ (tăng 4.400 đồng lên 67.700 đồng); SDY của Xi măng Sông Đà Yaly (tăng 1.300 đồng lên 19.900 đồng/cp); STC của Sách và Thiết bị trường học TP.HCM, VBH của Điện tử Bình Hòa và VTV của Vật tư Vận tải Xi măng cùng tăng trần 900 đồng lên tương ứng 14.000 đồng/cp, 14.900 đồng/cp và 15.100 đồng/cp.

Các cổ phiếu có giá bình quân trong phiên giảm mạnh nhất cả về giá trị tương đối bao gồm: DTC của Đông Triều Viglacera (giảm sàn 3.500 đồng xuống 47.500 đồng); DAC của Gốm xây dựng Đông Anh (giảm 2.900 đồng xuống 15.600 đồng); VNR của Tổng Công ty Cổ phần Tái bảo hiểm Quốc gia Việt Nam (giảm 2.100 đồng xuống 28.800 đồng); BHV của Bá Hiến Viglacera (giảm 1.900 đồng xuống 27.400 đồng); HCT của Vận tải Xi măng Hải Phòng (giảm 1.300 đồng xuống 18.100 đồng).

Về khối lượng giao dịch, cổ phiếu KLS của Chứng khoán Kim Long đứng đầu với 0,91 triệu đơn vị được chuyển nhượng. Tiếp theo là ACB của Ngân hàng Á Châu (0,45 triệu đơn vị); PVI của Bảo hiểm Dầu khí Việt Nam (0,45 triệu đơn vị); PVS của Dịch vụ Kỹ thuật Dầu khí (0,36 triệu đơn vị); VCG của Tổng công ty Vinaconex (0,29 triệu đơn vị).

Người giàu nhất sàn chứng khoán 2007: 'Vị trí của tôi không thay đổi'

Chủ tịch Hội đồng quản trị Tập đoàn Đầu tư Sài Gòn - Đặng Thành Tâm chẳng hề bận tâm trước tình hình giá cổ phiếu đang ngày càng sụt giảm. Ông cho rằng với số lượng cổ phiếu đang sở hữu thì ông vẫn là người giàu trên sàn chứng khoán.

Tân Tạo và Kinh Bắc, hai công ty con thuộc Tập đoàn Đầu tư Sài Gòn, đang niêm yết trên sàn chứng khoán TP HCM và Hà Nội. Năm 2007, với 30 triệu cổ phiếu KBC (Kinh Bắc) và 4,2 triệu cổ phiếu ITA (Tân Tạo), trị giá gần 6.300 tỷ đồng, ông Đặng Thành Tâm đứng vị trí số một trong Top 100 người giàu trên thị trường chứng khoán theo công bố của VnExpress.net.

Cùng với "cơn bão" giảm giá chứng khoán, từ đầu năm đến nay, giá trị cổ phiếu của ông và những người giàu trong Top 100 ngày càng suy giảm. 5 tháng đầu năm, giá trị cổ phiếu của ông Đặng Thành Tâm giảm khoảng 700 tỷ đồng và còn hơn 5.600 tỷ. Tính đến đầu tháng 10, con số này tiếp tục giảm thêm gần một nửa.

Gặp lại VnExpress.net hôm 11/10, sau gần một năm soán ngôi vị người giàu nhất sàn chứng khoán, Chủ tịch Đặng Thành Tâm vẫn giữ vẻ bình thản vốn có. Áo quần không là lượt, chẳng có trợ lý đi kèm. Nhiều người có mặt Hội nghị doanh nhân tiêu biểu năm 2008 chẳng nghĩ ông là chủ một loạt khu công nghiệp lớn nhất VN. Khi nhắc tới vị trí số một trong Top 100 người giàu trên sàn chứng khoán 2007 do VnExpress.net bình chọn, ông cười nói: "Tôi vẫn là người giàu trên sàn vì số cổ phiếu mà tôi đang sở hữu trong năm qua chẳng hề thay đổi".

Theo ông Tâm, thị trường chứng khoán sụt giảm chung chứ không tập trung vào mã cổ phiếu nào và trong xu hướng chung này ngay cả tỷ phú Mỹ Warren Buffett cũng chịu sự tác động. Dù vậy ông tin rằng với những giải pháp của Chính phủ cùng với nỗ lực của doanh nghiệp, khó khăn sẽ vượt qua và thị trường chứng khoán sẽ khởi sắc.

Ông Tâm quan niệm kinh doanh có lúc lỗ lúc lãi, lúc thuận lợi khi khó khăn, điều căn bản là mỗi người phải biết biến khó khăn thành cơ hội. Mấy năm trước kinh tế phát triển, công việc bận túi bụi, ông bù đầu với các dự án, thậm chí chẳng mấy khi được ăn cơm nhà. Những tháng đầu năm 2008, kinh tế gặp khó khăn, tốc độ phát triển chậm lại, ông có thời gian quan tâm đến mình hơn. Ngoài việc tham gia các khóa học để bổ sung thêm kiến thức, ông tranh thủ đọc sách để học tập gương các tỷ phú.

"Khi kinh tế thuận lợi, môi trường đầu tư tốt, tôi tranh thủ làm việc kiếm tiền, khi gặp khó khăn lại tranh thủ học. Thực ra, tôi chẳng mấy bận tâm chuyện mình giàu hay không giàu, điều căn bản là tôi có làm tốt công việc hay không", ông nói.

Từng đảm nhiệm vị trị CEO của Tập đoàn Tân Tạo, ông Tâm được biết tới như một điển hình về việc “học không ngừng” trong giới doanh nhân. Nhưng ít ai biết một trong những khả năng lớn nhất của ông là... viết dự án. Những dự án hàng nghìn trang giấy luôn có sức hấp dẫn lớn đối với ông, kể từ ngày đầu ông chấp những dòng đầu tiên cho dự án thành lập Khu công nghiệp Tân Tạo.

Ông sử dụng tiếng Anh lưu loát, có thể tiếp xúc thảo luận với các đối tác nước ngoài mà không cần đến phiên dịch. Là một luật gia “ẩn danh”, ông nắm rành rẽ cả pháp luật về kinh tế của Việt Nam lẫn quốc tế. Trong những lần đi công tác nước ngoài, ông Tâm vừa là một CEO vừa là một phiên dịch, vừa là một luật sư, do vậy ông có thể ra quyết định rất nhanh mà không cần phải mất nhiều thời gian tìm lời tư vấn từ bên ngoài.

Theo ông Tâm, dấn thân vào lĩnh vực kinh doanh tức là phải chấp nhận sự cực khổ, không phải ngay lập tức có thể thành công. Ông Tâm nhớ lại những ngày đầu khởi nghiệp, khi đưa ra những dự án đầu tư khu công nghiệp rồi mời bạn bè cùng góp vốn, không ai tham gia. Ngay ngân hàng ACB có đóng góp vốn nhưng vì bạn bè chơi với nhau chứ họ cũng không tin vào hiệu quả của dự án.
