I. ABOUT: "DUNG QUAT REFINERY PROJECT MANAGEMENT BOARD"
Dung Quat Refinery Project Management Board has been established to build and operate a grass roots refinery and associated facilities at Dzung Quat, Quang Ngai, a central province of Vietnam.
Dzung Quat Refinery Project Management Board belongs directly to Vietnam Oil and Gas Corporation (Petrovietnam) and was established by the PetroVietnam Directors Board's decision No 177/QĐ-HĐQT dated February 12th, 2003, by which Dzung Quat Refinery Project Management Board is authorized to deal with the organization, management and implementation of the Dzung Quat Refinery Project.

August 25th, 1998
The Intergovernmental Agreement on the construction and operation of the refinery in the territory of the Socialist Republic of Vietnam was signed between Russian Federation and the Socialist Republic of Vietnam.
November 19th, 1998
The Front End Engineering Design (FEED) Contract was signed between Vietnam Oil and Gas Corporation (Petrovietnam), Russian Foreign Economic Federation (Zarubezhneft) and Foster Wheeler Energy Limited, UK.
December 28th, 1998
The License No 2097/GP for the establishment of the Vietnamese-Russian Joint Venture Refinery (VietRoss) was issued by the Ministry of Planning and Investment of Vietnam.
December 25th, 2002
The Protocol on the termination of the Intergovernmental Agreement on construction and operation of the refinery was signed by the Government of the Socialist Republic of Vietnam and the Government of Russian Federation.

November 1999
Vietnamese - Russian Joint Venture Refinery employed IFP of France to supply licensed proprietary technology for the Residue Fluid Catalytic Cracking Unit (RFCC), and to prepare Engineering Design Packages for the aforementioned unit all of which form part of the Project Specifications. The Residue Fluid Catalyst Cracking unit licensed by IFP is part of the Dzung Quat Refinery Project to be built in Dzung Quat, Viet Nam.
